With the new Civil Contingencies Act 2004, borough councils are now known as category one responders alongside the emergency services such as the Police, Fire Service and Ambulance Service. These new duties require us to extend the emergency planning functions we performed previously and have created new duties for us to undertake.

Details of these new duties are as follows:
  • To complete a major emergency risk assessment for hazards that may pose a threat to the particular area.
  • To maintain business continuity management plans to ensure the council can function in the event of a major emergency.
  • To maintain plans to prevent emergencies and reduce, control or mitigate the effects of emergencies including taking action in the event of emergencies.
