The Council is conducting a scheme to allow public speaking at the Planning & Development Committee. If this is to be a success it is essential that the rules of the scheme are observed, so as not to hinder the quick and efficient conduct of business.

Therefore, if you would like to speak on a planning application, please note the following:

  • Persons wishing to speak for or against an application should report to the Committee Clerk at least 10 minutes before the start of the meeting. Details of speakers will be required.

  • Normally only one person will be allowed to speak for and one person against any application. If more than one person wishes to speak, then the parties will be asked to choose one person to speak on behalf of everyone.

  • 5 minutes will be allowed for speaking for and 5 minutes against any application.

  • Speakers will be called to the Committee table at the appropriate time, should then give their presentation, and immediately afterwards, return to the public seating area.

  • Speakers should confine themselves to mentioning planning matters.

  • Speeches will be timed and at the end of your 5 minutes you will be expected to immediately end your remarks.

  • Only one set of speeches will be allowed, even if determination of the application is deferred to another meeting.

  • Applications cannot be delayed from a meeting to facilitate an individual's ability to attend the meeting.

  • The ruling of the Committee Chair is final in respect of the operation of the scheme.

If you wish to speak at the meeting, and the Committee Clerk has agreed on behalf of the Committee Chair that this may occur, please complete the relevant form, and return it to the Clerk before the meeting starts.
