Please find below links to the documents that are currently used to help determine planning applications received by the Council. Please note that only those documents underlined are available to view online, please contact us for further information on all other documents.

The Planning Policy team is currently working on new planning policy documents under its Local Development Framework. These new documents will eventually replace the documents set out below.

The first of the Local Development Framework documents to be adopted is the Statement of Community Involvement, which was adopted on 11 September 2007.

The Adopted Local Plan and the First Deposit Draft Local Plan are available as a map overlays, together with other information such as listed buildings and ward boundaries etc. This information can be viewed on the Online Mapping service (opens in a new window).

The 2001 Suffolk Structure Plan is available on the Suffolk County Council website (opens in a new window).

Saved Local Plan Policies


The Planning and Compulsory Purchase Act 2004 made provision for Local Plan policies to remain in force for three years from the date that the legislation came into force - in other words, from 28th September 2004 to 27th September 2007. This was to ensure some continuity in the policy framework.

To save Local Plan policies beyond this date, local planning authorities needed to apply to the Secretary of State for a Direction under Paragraph 1(3) of Schedule 8 to the Planning and Compulsory Purchase Act.

Ipswich Borough Council has done this, and the Secretary of State has issued a Direction saving a number of policies in the adopted Ipswich Local Plan, 1997. The saved policies are in the document below.

It is the Secretary of State's expectation that the policies will be replaced promptly and by fewer policies. The Local Development Scheme details the development plan documents that Ipswich Borough Council is currently preparing to replace the saved policies. In replacing saved policies, councils are exhorted to make maximum use of national and regional policy. In the meantime, the saved policies should be read in the context of other material considerations, which could include new national policy or new evidence.

Employment Land Availability Report 2007 [PDF document: 4.07Mb] - £25.00 + £1.50 p&p. This document sets out data relating to employment land development in Ipswich as at April 1st 2007.

Housing Land Availability 2008 [Microsoft Word document: 209Kb] - £15.00 + 50p p&p. This document sets out data relating to residential development in Ipswich as at April 1st 2008. It provides a summary of residential development from 1st July 1996 to 31st March 2008, an assessment of the availability of land for future residential developments and monitoring data for the 1st Deposit Draft Local Plan 2001.

Retail Study 2005

DTZ was commissioned by Ipswich Borough Council to carry out a Borough-wide Retail Study. This will assist the Council in developing new town centre and retail policies as part of the Borough's evolving Planning Policy Framework.
