We work with other Service Areas within Transport and Engineering to undertake the Highway Agency Contract and complete works prioritised from the Local Transport Plan and Ipswich Action Plan, on behalf of the County Council.
We ensure that the Borough Council's viewpoint and requirements are included within the Ipswich Transport Strategy and the Local Transport Plan. In addition we administrer the Concessionary Fares Scheme and the Hackney Carriage and Private Hire Licensing functions for the Borough Council.
Highway Agency - Since 1974, the Borough has operated the Highways Agency funtion in Ipswich for the County Council, who are the Highway Authority for Suffolk. The agency contract is administered by our Service Manager, and is regularly reviewed. New partnership arrangements were introduced in 2004.
Transport Policy - We develop and deliver Transport Policy through the Local Transport Plan, Ipswich Action Plan and Bus Development Strategy.

Traffic Planning - We provide traffic engineering and traffic management services relating to the maintenance and improvement of the highway network, including Traffic Regulation Orders (e.g. yellow lines), accident investigation, highway safety schemes and feasibility studdies and the provision of cycling facilities. We implement the works programmes developed throught the Local Transport Plan and Ipswich Local Action Plan.

Development Control and Network - We comment on planning applications affecting the highway and other development proposals, including the Local Plan and Local Development Plan. We negotiate with developers to determin what form the new highway infrastructure will take and what improvement to the existing highway network the developers need to provide. We also supervise the works for the adoption of new highways constructed through Planning and Highway Agreements. We maintain the provision of street nameplates and undertake the maintenance and operation of the Ipswich Traffic Model.

Public Transport - We encourage the development and implementation of a quality integrated public transport system within the Borough.
Car Parking (Parking Policy) - We are involved in the developing of car parking strategy and policy in line with County and National policies to ensure the Council's and the Ipswich Transport Strategy objectives are met.

Hackney Carriage & Private Hire Vehicles - We provide the administration, enforcement and control of the licensing of Hackney Carriage and Private Hire Vehicle Operators, drivers and vehicles. In addition, we develop policies on these matters, which seek to integrate the services and role of these vehicles as part of the Public Transport Network.
