Ipswich Borough Council and Babergh, Mid Suffolk and Suffolk Coastal District Councils commissioned Fordham Research Group Ltd to carry out a Strategic Housing Market Assessment (SHMA). This work will inform our planning and housing policies.
What is an SHMA?
An SHMA is a piece of research aimed at estimating housing need and demand. All types of housing are considered, including social rented housing, intermediate housing (shared equity and other Homebuy options), private rented housing and home ownership.
There are lots of questions that need to be answered. For example:
- Will we be able to meet the housing targets set for us at by regional government?
- Who will move into the homes we are building and will those homes meet their needs?
- What about first time buyers?
- What about people who can’t afford to buy their own homes?
Why do an SHMA?
The SHMA will underpin housing and planning policies. It will help us decide whether we are encouraging development of the right kinds of homes in the right places. It will also feed into local strategies to achieve the housing targets set for us by regional government.
Why we wanted your views
The SHMA is based on statistical information such as census figures, house prices and earnings, as well as housing studies conducted in the past. But we also needed to know about your experience of the housing market. Everyone needs somewhere to live, so everyone has a valid opinion about housing.

Hard copies and large print versions of the full SHMA report cannot be supplied but a hard copy of the full SHMA report is available at each of the four council offices.
We will endeavour to provide translations of issues papers and the Executive Summary Report on request. We cannot translate the full SHMA report.
