Local Plan 1997
The Ipswich Local Plan (November, 1997) still contains some saved Local Plan policies in accordance with the Planning and Compulsory Purchase Act 2004.
The Plan (including proposals map) is available to download in PDF format, alternatively hard copies are available at a cost of £25.00 + £3.00 p&p.

Saved Local Plan Policies
The Planning and Compulsory Purchase Act 2004 made provision for Local Plan policies to remain in force for three years from the date that the legislation came into force - in other words, from 28th September 2004 to 27th September 2007. This was to ensure some continuity in the policy framework.
To save Local Plan policies beyond this date, Ipswich Borough Council had to apply to the Secretary of State for a Direction under Paragraph 1(3) of Schedule 8 to the Planning and Compulsory Purchase Act.
Following the application, the Secretary of State issued a Direction saving a number of policies in the adopted Ipswich Local Plan, 1997. This Direction includes a list of the saved policies:
It is the Secretary of State's expectation that the policies will be replaced promptly and by fewer policies.
The Local Development Scheme details the development plan documents that Ipswich Borough Council is currently preparing to replace the saved policies.
The remaining saved policies should be read in the context of other material considerations, which could include new national policy or new evidence.
The Core Strategy and Policies Development Plan Document was adopted in December 2011. The Core Strategy Proposals map key indicates which 1997 Local Plan designations and allocations are changed and which remain in force until updated by other Development Plan Documents. The current Local Development Scheme Appendix 2 explains how saved policies from the 1997 Local Plan have been, or will be, replaced.
First Deposit Draft Local Plan 2001
The Ipswich Local Plan First Deposit Draft (November 2001) was part of a process to replace the Ipswich Local Plan (1997) with a new Ipswich Local Plan (2005).
However, the Local Plan system was phased out and replaced with the Local Development Framework system in 2004 and therefore a new Ipswich Local Plan under the old system of Structure Plans and Local Plans was not taken through to completion.
