Chief Executive

Russell Williams

Russell has been at Ipswich Borough Council since 1995. He became a Head of Service in 2004 and progressed to Director in 2008.

He has been Chief Executive since December 2009.

He is a member of the Royal Town Planning Institute and a Board Member of University Campus Suffolk (and Chair of its Audit and Risk Committee).

Russell is line manager to the Chief Operating Officer, the Head of Development and Public Protection, and the Communications and Marketing Operations Manager.

Helen Pluck

Helen joined Ipswich Borough Council in November 2012. For the previous three years, Helen ran her own business providing management support and advice to a variety of public sector bodies and individuals. Prior to that she had spells as a senior officer at both Stockton-on-Tees Borough Council and the Audit Commission.
