Coronavirus (COVID-19) Grant Funding Schemes

Please note that the deadline for all grant schemes is strictly 5pm on Friday 21st August. Eligible businesses are strongly urged to submit their applications as soon as possible, and not wait until near the deadline.

The Government has introduced new grants under its response to COVID-19. The grants will be distributed as widely as possible by the Council.  

To obtain the grant you will need to provide the Council with some information, including your bank details. We will pay the grant directly into your bank account as quickly as possible once we have received the funding from Government.

Grant payments are now being made. When we pay your grant, you will receive an email confirming how much has been paid and when it will appear in your bank account.

BE AWARE: We have been informed that some companies are charging fees to complete the application on behalf of small businesses.

We are not charging any fees for this grant and urge any business owners to contact the business rates team (for Schemes 1 and 2) or the economic development team (for the Discretionary Grant) with any queries they may have about the application process. 

Discretionary Grant - Phase 3

This funding is aimed at small businesses and some other organisations who were not eligible for the Small Business Grant Fund or the Retail, Hospitality and Leisure Grant Fund but still have ongoing fixed property-related costs such as rent, service charges, mortgage costs and utilities.

We have expanded the eligibility criteria for Phase 3 of our Discretionary Grant fund. The following businesses can now apply for grants of up to £10,000:

  • Charities (i.e. registered with the Charity Commission) with Rateable Value (RV) of greater than £15k
  • Children’s Nurseries (i.e. Ofsted Registered)
  • Shared office space providers
  • Business support / membership organisations

In addition, these categories were recently added for Phase 2, and are still eligible:

  • Public Houses with a rateable value of between £51k and £102k
  • Other leisure and hospitality businesses with a rateable value of between £51k and £102k
  • Businesses / people that regularly hire space within retail premises (but without their own ‘rateable value’)
  • National Portfolio Organisations and other major arts / cultural organisations with own buildings

Applications are also still welcomed from businesses that were eligible during Phase 1 of the grants process:

  • Small businesses in shared offices or other flexible workspaces
  • Regular market traders
  • Bed & Breakfasts which pay Council Tax
  • Charity properties receiving charitable business rates relief 
  • Licensed Street Traders in our town centre
  • Boats operating at Ipswich Waterfront
  • Independent cafes / bars within larger premises (i.e. not rated separately)
  • Businesses in the retail, leisure and hospitality with – subject to certain criteria - an appeal against their rateable value submitted to the Valuation Office Agency before 11th March 2020.

Scheme 1 – Small Business Support Grant Fund 

£10,000 will be given through the support grant to: 

  •  properties in receipt of rural rate relief 
  • properties in receipt of small business rate relief  

Exclusions to Small Business Grant Fund:

  • Businesses whose rates are calculated with the small business rate relief multiplier, but who do not receive small business rate relief, will not be eligible
  • Business properties which are occupied for personal use, such as private stables and loose boxes, beach huts and moorings 
  • Car parks and parking spaces 
  • Businesses which as of the 11 March were in liquidation or were dissolved.

Scheme 2 – Retail, Hospitality and Leisure Business Grant Fund 

£10,000 will be given through the grant to businesses in the retail, hospitality and leisure sectors with a rateable value of £15,000 or less.  

£25,000 will be given through the grant to businesses in the retail, hospitality and leisure sectors with a rateable value of over £15,000 and under £51,000.  

Exclusions to Retail, Hospitality and Leisure Business Grant Fund:

  • Business properties which are occupied for personal use, such as private stables and loose boxes, beach huts and moorings
  • Car parks and parking spaces
  • Businesses which as of the 11 March were in liquidation or were dissolved.
  • Properties with a rateable value of over £51,000
  • Only one grant may be awarded per property
