Information on grants available for businesses in Ipswich.

Local Restrictions Support Grants (LRSG)

If your business has been affected by COVID related Government restrictions, you may be eligible for a Local Restrictions Support Grant (LRSG)

There are five schemes available as part of the LRSG:

  • LRSG Open (Tier 2 or 3) – aimed at hospitality, hotels, bed and breakfast, leisure, events and culture or their immediate supply chain businesses who were open during Tier 2 restrictions but whose trade suffered as a result. . Read the full policy for Local Restrictions Support Grant (Open).
  • LRSG Closed (Tier 2 or 3) – aimed at businesses such as wet-pubs, bars or other business who serve alcohol but not 'table meals'
  • LRSG Closed Addendum – aimed at non-essential retail, leisure, personal care, sports facilities and hospitality businesses forced to close due to the national lockdown. The Government has produced a list of businesses which must close, you can view the list on the GOV.UK website.
  • LRSG Sector - aimed at nightclubs, casinos and sexual entertainment venues who have been under mandated closure since March 2020. Read more about this scheme.
  • Christmas Support Payment (Tier 2 or 3) - aimed at pubs who derive under 50% of their income from food sales, often referred to as 'wet-led pubs'. This is a one-off payment of £1000.
  • Closed Business Lockdown Payment – aimed at non-essential retail, leisure, personal care, sports facilities and hospitality businesses forced to close due to the national lockdown. This is a one-off payment up to £9,000.

You only need to complete one application form. We will assess your eligibility for each grant.

You will be paid pro-rata payments to cover the number of days in Tier 2.

For businesses that received a Local Restrictions Support Grant (LRSG) as a result of the period of national restrictions in November 2020, there is no need to apply again for the grants available from the 26 December. We will automatically calculate and pay all the appropriate business support grants through to the 15 February 2021.

You must inform us if your circumstances have changed since submitting your original application, for instance if your business has permanently closed or you have reached state-aid limits.

For businesses that did not apply for support during the national restrictions in November, but think they may be eligible to apply please complete the application form below.

How much will I receive?

The amount you receive is based upon the rateable value of the business premises, which is determined by the Valuation Office Agency. If your business premises are not rated, the payment will be as stated below.

You will find the award levels for each scheme below.

Where restriction periods are less than the stated pay cycles below, pro rata awards will be made.

LRSG Open

  • £15,000 or under - £467
  • £15,001 to £51,000 - £700
  • £51,001 or above - £1,050

Businesses without a Rateable Value who can demonstrate financial impact will be eligible for a grant payment of up to £467.

Payments are made for each 14 day restriction period.

LRSG Closed

  • £15,000 or under - £667
  • £15,001 to £51,000 - £1,000
  • £51,001 or above - £1,500

Payments are made for each 14 day restriction period.

LRSG Closed Addendum

  • £15,000 or under - £1,334
  • £15,001 to £51,000 - £2,000
  • £51,001 or over - £3,000

Payments are made for each 28 day restriction period.

LRSG Sector

  • £15,000 or under - £667
  • £15,001 to £51,000 - £1,000
  • £51,001 or over - £1,500

Payments are made for each 14 day restriction period

Christmas Support Payment for wet-led pubs

This is a one-off payment of £1000.

Closed Business Lockdown Payment

A one-off payment

  • £15,000 or under - £4,000
  • £15,001 to £51,000 - £6,000
  • £51,001 or over - £9,000

Additional Restrictions Grant (ARG) - Phase 2

This discretionary grant scheme seeks to help businesses who have been able to trade but have been severely affected by COVID-19 restrictions, regardless of whether they pay business rates or not.

Should my business apply?

The fund will support the following types of businesses

  • Businesses occupying shared workspaces or business units
  • Businesses occupying rateable premises, not required to close but nevertheless significantly affected
  • Mobile or home-based businesses
  • Businesses in the supply chain of other retail, leisure, hospitality or events businesses
  • Many of the businesses that were assisted by Ipswich Borough Council’s Discretionary Grant scheme earlier this year
  • Others who meet the eligibility criteria

Which businesses are eligible?

The ARG is open to businesses that were:

  • Trading on or before 1 December 2020
  • Not eligible for the Local Restrictions Support Grant (Closed) Addendum scheme
  • Instructed to close because COVID-19 restrictions or can demonstrate that they have been significantly financially impacted by COVID-19 restrictions

What evidence do I need to apply?

  • A brief statement of the impact of this national lockdown on the business including detail of significant financial impact. This means that businesses must be able to demonstrate a loss of income of 30% or more in November 2020 (e.g. when compared with November 2019)
  • Confirmation of State Aid compliance
  • Comparable evidence of business income for months November 2019, October 2020 and November 2020
  • Copy of your lease / tenancy agreement / mortgage / mooring costs (or equivalent) evidencing monthly payments / commitments (if applicable)

What about public houses?

Public houses will each receive £25,000 (at £5,000 per month) for the period from November 2020 to 31 March 2021 – subject to state aid rules being met in each case and income reductions being greater than the grant received in each case. This will be via a mix of ARG funding and other LRSG business grants. We will contact all public houses by the end of January to confirm what information needs to be submitted and the grant levels (and dates) that we anticipate paying. Public houses do not need to complete the application form below.

Applications for the ARG will need to be submitted using the online form within one of two tranches: 

  • Tranche 1: Closes 12 noon on 5 February 2021 – we hope to reach a decision and pay relevant grants by 26 February 2021
  • Tranche 2: Closes 12 noon on 26 February 2021 – we hope to reach a decision and pay relevant grants by 19 March 2021

If you applied for, and were granted, funds from the first phase of the ARG scheme you do not need to re-apply. The Council will contact you by the end of January to confirm what information needs to be submitted and the grant levels (and dates) that we anticipate paying.
