Russell has been Chief Executive of Ipswich Borough Council for over 8 years (since 2009). Prior to that he held various other roles within the Borough Council – having started within the Council’s town planning service in 1995.
Russell is line manager to the Council’s Chief Operating Officer and its Press and Media Officer. He also manages the Council’s Economic Development team. As well as being Chief Executive, he is the Council’s Returning Officer and Electoral Registration Officer and is a director of a council owned company - IPSERV Ltd. He represents the Borough Council on the Ipswich Vision Board.
Within the wider ‘Suffolk Public Services’ environment, Russell currently chairs the Suffolk Chief Officer Leadership Team (SCOLT) and leads for it on housing and waste matters.
Finally, Russell is an Independent Director of University of Suffolk Ltd (and Chair of its Audit and Risk Committee) and a member of the Royal Town Planning Institute and of Ipswich – East Suffolk Hockey Club (where he plays, umpires and helps coach a junior team).
Helen has been Ipswich Borough Council’s Chief Operating Officer and Deputy Chief Executive since November 2012.
Prior to joining the Council Helen ran a management consultancy working with the public sector and held senior management positions at Stockton Borough Council in the North East. Helen started her local government career as a librarian in Dorset and spent several years working for the Audit Commission.
Helen manages the Heads of Culture & Environment, Development, Housing & Community, Finance and Revenues and People & Governance. Helen leads the Council’s Transformation Programme and the delivery of the Medium Term Financial Plan.
