Major Capital Schemes

Overview

The Major Capital Schemes (MCS) department is responsible for the Council’s major capital projects, including both new construction and refurbishment, and is a significant driving force behind transformative projects within Ipswich.

Our dedicated team is committed to delivering exceptional projects and safe buildings which are sustainable, resilient, and beneficial for the community.

Our department is also responsible for preserving, enhancing, and prolonging the life of some of Ipswich’s highly regarded buildings and facilities through expert repairs and maintenance.

Capital Projects 

MCS has been responsible for numerous successful capital projects. This ranges from large-scale infrastructure developments, such as Eastern Gateway, to urban regeneration, such as the construction of a Skatepark.

• Skatepark – a major project undertaken in Whitehouse Park for community enjoyment.
• Arras Square – an ongoing magical mythical creature redevelopment, as voted on by the residents of Ipswich. 
• Paul’s Silo – an ongoing revival of what many consider the “Jewel in the Crown” of Ipswich into a thrilling activity and leisure centre. 
• 4 College Street – the refurbishment of a historical Merchants House from the 16th Century into a vibrant location.
• Christmas Lights – every year our team works tirelessly to ensure Ipswich is lit up during the festive period.

Repair and maintenance

We are dedicated to safeguarding and enhancing the buildings of Ipswich left within our care, ranging from Grade 1 listed buildings, such as Ancient House and Christchurch Mansion, to commonly utilised leisure facilities, such as Crown Pools and Gainsborough Sports Centre. The critical role of reactive repairs and proactive maintenance is essential to ensuring that this infrastructure continues to benefit the Ipswich public.

Low Carbon initiatives

The undeniable urgency of addressing climate change is at the forefront of everything MCS does. Reducing our carbon footprint is not an option: it is our responsibility to actively contribute to Ipswich becoming carbon neutral. We have undertaken countless projects in the past, and continuously work towards adopting clean energy solutions to create a healthier environment.

• Electric Vehicles - in 2021 we assisted Ipswich Borough Council’s transition to low emission vehicles. 
• The LED initiative - we believe in lighting the way to a greener future by replacing traditional light bulbs with LEDs on all our properties. This energy-efficient method enhances lighting and reduces energy consumption. 
• Decarbonising heating in our buildings is one of our main priorities through strategic insulation solutions, additional works, and Heat Pump technology. Through continued bids for external funding, we are committed to combatting the issue of climate change and championing for environmentally friendly properties for public use.
