Examination Status - Main Modifications 

The Council has commenced an 8-week public consultation on the Proposed Main Modifications to the Ipswich Local Plan Review 2018-2036, in line with the Inspectors’ letter of 10 March 2021, which was issued following the close of the Examination Hearing in December 2020. The consultation will run from 09:00am on Thursday 29th July 2021, concluding at 11:45pm on Thursday 23rd September 2021. Submission

The Ipswich Borough Council Local Plan Review 2018-2036 was submitted to the Secretary of State for Housing, Communities and Local Government for independent Examination on 10 June 2020.

Planning Inspectors

Karen Baker DipTP MA DipMP MRTPI and Mike Hayden BSc(Hons) DipTP MRTPI have been appointed to hold an independent Examination of the Ipswich Borough Council Local Plan Review. 

Appointment of Inspectors Letter dated 29th June 2020 

The task of the Inspectors is to consider the ‘soundness’ of the submitted Plan, based on the criteria set out in paragraph 35 of the National Planning Policy Framework (the Framework). The relevant ‘soundness’s criteria are whether the Plan is:

  • Positively prepared (providing a strategy which, as a minimum, seeks to meet the area’s objectively assessed needs and is informed by agreements with other authorities, so that unmet need from neighbouring areas is accommodated where it is practical to do so and is consistent with achieving sustainable development);
  • Justified (an appropriate strategy, taking into account the reasonable alternatives, and based on proportionate evidence);
  • Effective (deliverable over the plan period, and based on effective joint working on cross-boundary strategic matters that have been dealt with rather than deferred, as evidenced by the statement of common ground); and
  • Consistent with national policy (enabling the delivery of sustainable development in accordance with the policies in this Framework).

Programme Officer

Annette Feeney has been appointed as the Programme Officer for the Examination to organise and manage the administrative and procedural elements of the Examination process.

The Programme Officer acts as a liaison between the Council, the Inspectors and participants in the Examination. The Programme Officer is independent from the Council and is not involved in the preparation of the Local Plan and reports directly to the Inspectors.

Examination Hearing

The Inspectors held an Examination Hearing between 24 November and 16 December 2020, to explore the main issues and questions relating to the legal compliance and 'soundness' of the Ipswich Borough Council Local Plan Review 2018-2036.

In order to be sound, the National Planning Policy Framework states that plans should be positively prepared, justified, effective and consistent with national policy.

The Programme for the Hearing, the Matters Issues and Questions (MIQs) discussed and the Agendas for each session can be found under the Hearing Documents here. Further details of the Hearing are set out in the Notice of Commencement of Examination Hearings (Regulations 24) (12th October 2020).

The Hearing sessions were held virtually over the Zoom video conferencing platform, to overcome the restrictions of the Covid-19 pandemic. The Hearing sessions were live streamed and recorded. Recordings of each session are available to view on YouTube via the links at the top of the page.
