Ipswich residents, businesses and community organisations are being urged to take part in an important consultation that will help shape how the town is represented and run in the future.

Ipswich Borough Council has launched the second phase of its Community Governance Review (CGR), inviting feedback on proposals to create a new Ipswich Town Council.

The consultation, which opens today and runs until 9am on the 29 June 2026, builds on strong support from the first phase held last year. During that initial stage, 83% of respondents backed the creation of a town council, with 77% supporting a single council covering the whole of Ipswich.

This review comes at a time of major change for local government in Suffolk, with plans to move to new unitary councils. Against this backdrop, proposals for an Ipswich Town Council aim to ensure the town retains a strong, independent local voice.

A town council would help maintain local decision-making at a community level, protect Ipswich’s civic identity, and continue valued traditions such as the role of Mayor.

Town and parish councils already play a vital role across Suffolk, and a new Ipswich Town Council could take on a wide range of responsibilities that directly impact residents’ day-to-day lives, including:

  • Managing parks, green spaces and allotments
  • Supporting local events and civic activities
  • Running community buildings and public facilities
  • Providing grants to community groups and organisations
  • Enhancing leisure and recreational opportunities

The proposed council would operate through committees, supported by a full council responsible for overall direction and decision-making, and residents are now being asked to share their views on key elements of the proposal, including:

  • Proposed boundaries and ward arrangements
  • The number of councillors
  • The services a future council should provide

The survey takes around five minutes to complete, and feedback will directly inform recommendations to be considered by Full Council later this year.
