What is the Local Validation List?

The Local Validation List sets out the information that Ipswich Borough Council require to be submitted prior to a planning application being validated. It also provides advice on the detail and scope of that information, which will depend on the scale and nature of the proposal. 

Validation is the process undertaken by the Council to check that new planning applications are complete and include all relevant supporting information. Validation is concerned only with whether applications have been correctly made. It is not concerned with whether proposals are acceptable in planning terms.

Why is the Council updating its Local Validation List?

Ipswich Borough Council’s current validation requirements are undergoing review to reflect changes in planning legislation, policy and guidance. 

The review of the Local Validation List will:

  • Provide certainty to applicants about the type and extent of information required as part of their application at the earliest possible stage;
  • Ensure consistency in registering and validating applications submitted to Ipswich Borough Council; and
  • Ensure the Council has all the information it needs to determine applications in a considered and timely manner.

Public Consultation

We sought feedback on the Ipswich Borough Council Draft Local Validation List 2025. The consultation ran for 4 weeks from 9am on 18 August 2025 to 11.45pm on 15 September 2025. Any comments received were analysed and considered before the Council adopted the Draft Local Validation List 2025.

  • Endeavour House, 8 Russell Road, Ipswich, IP1 2BX (Mon to Fri 8am to 5pm); and
  • Ipswich County Library, Northgate Street, Ipswich, IP1 3DE (Mon, Weds, Thurs 9am to 6pm; Tues, Fri 9am to 7pm; Saturdays 8.30am to 5pm and Sundays 10am to 4pm).

How to Comment

Comments could be submitted to Ipswich Borough Council in one of the following ways, provided they were received by 11.45pm on 15 September 2025:

  • By email to planningpolicy@ipswich.gov.uk; or
  • In writing to the Planning Policy, Ipswich Borough Council, Grafton House, 15-17 Russell Road, Ipswich, Suffolk, IP1 2DE. 

After the consultation closes all comments received will be considered and amendments made as appropriate. Once approved this will replace the current Local Validation List and will form the basis on which planning applications are deemed valid by Ipswich Borough Council.
