Ipswich resident ordered to repay proceeds of housing fraud

Ipswich Crown Court

An Ipswich man previously convicted of social housing fraud has been ordered to pay £18,767.82 following the conclusion of Proceeds of Crime Act proceedings at Ipswich Crown Court.

Mr Mahmut Dagdelen, of Braziers Wood Road, Ipswich, was sentenced in July 2025 after being convicted of five fraud offences under the Fraud Act 2006 relating to false applications for social housing and the Right to Buy scheme.

At a Proceeds of Crime Act 2002 hearing held on 25 June 2026, the Court made a Confiscation Order against Mr Dagdelen in the sum of £18,767.82, having determined that he had benefited from his criminal conduct by that amount. The Court ordered the sum to be paid within three months.

The Court was also informed that Mr Dagdelen had already repaid £139,332.18 in compensation to Ipswich Borough Council in respect of losses arising from his offending.

In addition, the Court ordered Mr Dagdelen to pay £8,955.50 in costs to Ipswich Borough Council within six months, together with a victim surcharge of £140.

The confiscation proceedings follow a lengthy investigation by Ipswich Borough Council’s Corporate Fraud Team. Mr Dagdelen was originally found guilty of offences of social housing fraud which took place over a period of more than six years, relating to false applications for social housing.

Councillor Martin Cook, Portfolio Holder for Resources said: “This outcome demonstrates our commitment to pursuing those who seek to abuse the social housing system and ensuring that public money is protected.

“Social housing is a valuable resource that must be available to those who genuinely need it. Fraud of this nature undermines fairness and can deny housing opportunities to residents and families who are entitled to support.

“I would like to thank our Corporate Fraud Team for their persistence and professionalism throughout this complex investigation and the subsequent court proceedings. We will continue to investigate allegations of housing fraud and take appropriate action wherever wrongdoing is identified.”
